Former V/Line boss James Pinder has agreed it would be reasonable to conclude from evidence heard at an anti-corruption inquiry that he was ‘‘ milking’ ’ an arrangement that involved his government agency giving ‘Translcean’, a cleaning contractor extra work during the COVID-19 pandemic.
